Cross-border questions

In the EASA system, the licence and the medical certificate share one framework, but each national authority keeps its own procedures. This page presents general principles only.

Change of State of licence issue

A holder may apply to change the competent authority for their licence. The associated medical records must then be sent to the new authority following the procedures agreed between authorities.

Practical arrangements (forms, timeframes, documents) are specific to each authority and must be checked with both authorities concerned.

Transfer of medical records

Medical records contain health data: they are transferred between the authorities' medical sections, respecting medical confidentiality and the GDPR.

  • The applicant is informed and the request is traceable.
  • The transfer uses secure channels between authorities.
  • The AeMC or AME is not, as a rule, the intermediary for transfers between authorities.

Examination in another Member State

An AME or AeMC may examine an applicant whose licence falls under another authority. The applicable conditions and information exchanges must be checked with the licensing authority.

Frequently asked questions

Do medical records automatically follow the licence?
No. The transfer is organised between authorities according to their procedures, following a request by the holder.
